Basuki will Not Make Policies before Coordinating with Jokowi

Jakarta Vice Governor Basuki Tjahaja Purnana asserted that while Jakarta Governor Joko ‘Jokowi’ Widodo is on leave, he will not make policies, whether strategic as well as non-strategic policies, that are contradictory to Jokowi’s policy direction. He conveyed this after accompanying Jokowi meeting Home Affairs Minister Gamawan Fauzi on Jalan Medan Merdeka Utara, Central Jakarta, Wednesday (5/14).

According to Basuki, the policies running currently are not changed, including the policy on mode transportation in the city, such as TransJakarta bus, Mass Rapid Transit (MRT), and monorail. In addition, he also cannot cancel the decrees issued by Jokowi, unless he got permission from the Home Affairs Minister. “For example is the policy on monorail construction which still unclear until now. I also cannot mutate echelon II City Civil Servants (PNS),” he told.

According to Basuki, monorail construction is hampered not because of different point of views between him and Jokowi, but it is because of business calculation that is nonsense. This nonsense business calculation relies on the management’s profit and loss calculation.

Plt or Plh for Basuki Depends on Presidential Decree

Based on Home Affairs Minister Decree No. 55/2010 about official script order in the environment of Home Affairs Ministry, it is mentioned that acting official (Plt) is a temporary official in a certain position who gets authority delegation of signing official scripts due to the absence of definitive official. Meanwhile, daily implementer (Plh) is a temporary official in a certain position who gets authority delegation of signing official scripts due to temporary absence of definitive official.
